Ending Spending tries to make it very easy for taxpayers to seek change from their elected representatives. During the fight against earmarks, we classified every member of Congress as either a “Hero” or a “Hooligan” based solely on their position on earmarks. Below is the classification of every Representative and Senator who was in Congress as of December 2010. ”Hooligans” were those who, despite the public outcry over earmarks, refused to stop requesting earmarks. To be a “Hero,” a Member had to have: (1) refrained from requesting any earmarks in 2010 or (2) pledged to refrain from requesting earmarks in future years.
